For more than 30 years, it's been locked in a conflict between Armenia and Azerbaijan. The fight between the two countries began in the early 20th century but became a frozen conflict for 60 years while the whole region was under the control of the Soviet Union. When the Soviet Union fell, newfound independence sparked a brutal six-year war in the region, where Armenia emerged victorious. From 1994 to 2020, Armenia controlled Nagorno-Karabakh, while Azerbaijan rebuilt its military. Fighting erupted again in summer 2020, and Azerbaijan went on the offensive — eventually capturing most of Nagorno-Karabakh and dramatically reshaping the region. Fighting between Armenia and Azerbaijan flared up again on Monday night, with both sides reporting intense artillery shelling. At around midnight, Azerbaijani forces shelled Armenian troops at three locations along the border. Azerbaijan said it was responding to a buildup of Armenian landmines and weapons near the border. Armenia fired back in retaliation. The fighting took place near the Nagorno-Karabakh region, an area within Azerbaijan where ethnic Armenian separatists declared a breakaway republic — later known as Artsakh — in 1991. At a press briefing early on Tuesday, Armenian defense spokesperson Aram Torosyan said the situation remains "extremely tense" as fighting continues. Armenian Prime Minister Nikol Pashinyan later told parliament that "For the moment, we have 49 [troops] killed and unfortunately it's not the final figure." Armenia, Azerbaijan trade blame for violence Both countries claimed to have launched proportionate responses against what they saw as provocations from the other side. "At 00:05 a.m. [local time] on Tuesday, Azerbaijan launched intensive shelling, with artillery and large-caliber firearms, against Armenian military positions in the direction of the cities of Goris, Sotk, and Jermuk," Armenia's defense ministry said. However, Azerbaijan accused Armenian forces of carrying out "large-scale subversive acts" earlier on Monday night near the border districts of Dashkesan, Kelbajar and Lachin by placing landmines and mobilizing weapons. "The countermeasures taken by the Azerbaijani military in response to the provocation by the Armenian military are local and directed against legitimate military objects that serve as firing points," Azerbaijan's defense ministry added. Armenian forces said they subsequently launched a "proportionate" response. The Azerbaijani defense ministry said its troops came under "intense shelling from weapons of various caliber, including mortars, by units of the Armenian army." Both sides acknowledged troop casualties but did not confirm numbers. Long-running feud over Nagorno-Karabakh The ethnically Armenian enclave of Nagorno-Karabakh was the site of two wars between Azerbaijan and Armenia in recent decades. The territory was controlled by Armenian separatists for almost 30 years until Azerbaijan regained control of most of the territory after a six-week war in 2020 and a ceasefire agreement brokered by Russia. Last week, Armenia accused Azerbaijan of killing one of its soldiers in a border shootout, while Azerbaijan has also accused Armenia of firing at its troops in recent months. Azerbaijan's second-largest city, Ganja, has been shelled by Armenian forces, as heavy clashes continue over the disputed Nagorno-Karabakh enclave. The enclave is officially part of Azerbaijan but run by ethnic Armenians. The self-proclaimed authorities there said they hit Ganja's military airport after Azerbaijani forces shelled the region's capital, Stepanakert. Azerbaijan says no Ganja military sites were hit. More than 220 people have died since clashes began a week ago. Armenia and Azerbaijan went to war over Nagorno-Karabakh in 1988-94, eventually declaring a ceasefire. However, they have never reached a settlement over the dispute. The current fighting is the worst seen since the ceasefire and the two former Soviet republics have been blaming each other. Nagorno-Karabakh Public TV company ArtsakhTV released on Sunday footage of what is said to be the aftermath of heavy shelling going on in Stepanakert, the capital of the breakaway region as fighting between Armenia and Azerbaijan that began a week ago and has surged to its worst level since the 1990s. Azerbaijan's President Ilham Aliyev demanded on Sunday that Armenia set a timetable for withdrawing from the enclave of Nagorno-Karabakh and surrounding Azeri territories, and said Azerbaijan would not cease military action until that happened. Eighteen Nagorno-Karabakh civilians were killed by fire from Azeri forces and more than 90 were wounded in the past week, RIA Novosti news agency cited an official in the disputed region as saying on Sunday. Azerbaijan said on Sunday that Armenian forces had fired rockets at its second city of Ganja, killing one civilian and wounding four, and threatened to retaliate by destroying military targets inside Armenia. Until now, the main fighting has been between Azerbaijan and Nagorno-Karabakh, an ethnic Armenian enclave inside Azerbaijan, but it now threatens to spill over into a direct war with Armenia itself. Scores of Armenians were fleeing the Nagorno-Karabakh region on Wednesday after the country's Prime Minister Nikol Pashinyan signed a ceasefire deal with Azerbaijan and Russia. The declaration, announced on Monday night follows six weeks of heavy fighting in the contested Nagorno-Karabakh region, sparking fears of a wider regional war feared to have killed thousands. The territory is internationally recognized as part of Azerbaijan but populated and, until recently, fully controlled by ethnic Armenians, who have been relentlessly pushed back by Azerbaijani forces. Almost everyone had fled and the few who had remained are leaving now, said an Armenian woman who has lived in the region for 25 years, adding that she couldn't take all her belongings with her. Rows of cars were seen passing through Kelbajar, an area formerly held by Armenia but now controlled by Azerbaijan. Plus, a convoy of Russian peacekeepers reached the town of Susha in the Nagorno-Karabakh region on Friday and met with Azeri soldiers. Russia, the US and France called on Armenia and Azerbaijan to agree to an "unconditional ceasefire," and a day after NATO Secretary-General Jens Stoltenberg appealed in Ankara for Turkey to use its "considerable" regional influence to mediate in the conflict. "We are deeply concerned by the escalation of hostilities. All sides should immediately cease fighting and find a way forward towards a peaceful resolution," Stoltenberg said, after direct talks with Cavusoglu. "And I expect Turkey to use its considerable influence to calm tensions." The Kremlin again on Tuesday spoke out against the situation in the region: "So far the situation is deteriorating. People are still getting killed, which is absolutely unacceptable," Kremlin spokesman Dmitry Peskov told journalists. For decades, Azerbaijan and Armenia have been locked in a simmering conflict over the Karabakh region, which broke away from Baku in a 1990s war that claimed 30,000 lives. Armenia effectively controls most of the geographical area, including parts still technically recognized as belonging to Azerbaijan. The latest fighting is the worst since a 1994 truce between the two former Soviet republics. At least two convoys of buses carrying residents arrived in Stepanakert, the capital of the mountainous area, from neighbouring Armenia over the weekend. Under the terms of the agreement, control over the enclave's main city Stepanakert, in territory internationally recognized as Azerbaijan, will stay with ethnic Armenians despite them being forced to cede other cities like Shusha to Azerbaijan. Meanwhile, Russian peacekeepers arrived in Dadivank, territory due to be ceded to Azerbaijan within days, and were seen guarding a newly established checkpoint near a 12th-century Armenian Dadivank monastery, which overlooked a village that was burned down and abandoned by its residents after the peace deal. Most residents had already left the Kalbajar district by Sunday, but some Armenian soldiers stayed behind to finish demolishing the houses in another village called Knaravan. Turkey has reiterated its support for Azerbaijan as hopes of ending nearly a month of bloodshed in the mountain enclave of Nagorno-Karabakh were receding. Speaking at a military drill on Oct. 21, Turkish Defence Minister Hulusi Akar said Ankara is ready to give support to Azerbaijan, amid new battles ahead of Washington talks. “We are standing with Azerbaijan with every opportunity we have and we are supporting Azerbaijan in its rightful fight until the end,” he said. Turkey has said it will not hesitate to send soldiers and provide military support for Azerbaijan if such a request is made by its close ally. Hopes for a humanitarian ceasefire ending fighting over Nagorno-Karabakh sank further on Thursday as the death toll mounted and Armenia and Azerbaijan accused each other of launching new attacks. Last Saturday's ceasefire, aimed at letting the sides swap detainees and bodies of those killed in the clashes, has had little impact on the fighting around Nagorno-Karabakh, a mountain territory internationally recognized as part of Azerbaijan but populated and governed by ethnic Armenians. Shelling was heard on Thursday and damaged ambulances seen around near a civilian hospital damaged by shelling in the town of Martakert, while Reuters crew witnessed shelling in the Nagorno-Karabakh town of Martuni on Tuesday. On Thursday, three Azeri civilians were killed and three were wounded during a funeral in Azerbaijan's Terter region when an artillery shell fell on a cemetery, presidential aide Hikmet Hajiyev said on Twitter. This webinar looked to assess what lessons could be learned from the conflict in Nagorno-Karabakh for the force planning of middle powers. Countries such as the UK and Germany, more so than great powers like the United States and China, are confronted by fiscal constraints when making choices about what new military capabilities to acquire in the near future, what existing systems can be phased out in the decade ahead, and how to effectively integrate the former with the latter. Therefore, the lessons taken from the recent Nagorno-Karabakh conflict may have greater relevance to policymakers among the middle powers. Franz-Stefan Gady, IISS Research Fellow for Future Conflict, was joined by Gustav Gressel, Senior Policy Fellow with the Wider Europe Programme at the European Council on Foreign Relations’ (ECFR), Rob Lee, a PhD student in the Department of War Studies at King’s College London, and Michael Kofman, Director of the Russia Studies Program at the Center for Naval Analyses and a Fellow at the Kennan Institute, Woodrow Wilson International Center in Washington DC.

Russian President Vladimir Putin confirmed on Monday that a war-ending peace deal had been reached between Armenia and Azerbaijan over the ongoing Nagorno-Karabakh conflict. Russian peacekeepers will be deployed along the front line in Nagorno-Karabakh, and the ceasefire would start on Nov. 10 at midnight, Moscow time, according to Putin. The agreement "will set up necessary conditions for long-lasting and full-scale settlement of the crisis over Nagorno-Karabakh." Putin said. Internally displaced persons and refugees will be allowed to return to Nagorno-Karabakh, and exchange of war prisoners, other detainees and exchange of the dead will take place. Russian President Vladimir Putin called on Wednesday for the attacks to stop in the Nagorno-Karabakh region, saying fighting between ethnic Armenian and Azeri forces was a tragedy. The fighting in the region — involving heavy artillery, warplanes and drones — has continued despite numerous international calls for a ceasefire. Residents of Stepanakert, the capital of the breakaway Nagorno-Karabakh region, picked through the rubble of their destroyed homes on Wednesday, with some forced to seek underground shelter for days as the city has been subjected to repeated artillery attacks. The ceasefire over the disputed Nagorno-Karabakh region triggered celebrations in Baku, the capital of Azerbaijan, where cars and buses sounded their horns in delight and people cheered and waved the Azeri national flag after the peace deal was signed. Under the deal reached by Azerbaijan, Armenia and Russia, Azerbaijan will keep territorial gains made in the fighting, including the enclave's second city of Shusha, which Armenians call Shushi. Ethnic Armenian forces must give up control of a slew of other territories between now and Dec. 1. Armenia's defense ministry said military action had halted and calm had been restored in the breakaway territory, which is internationally recognized as part of Azerbaijan but populated and, until recently, fully controlled by ethnic Armenians. Russian peacekeeping troops were deployed to the mountain enclave of Nagorno-Karabakh as a part of a ceasefire deal. In fighting that flared on Sept. 27, Azerbaijan says it retook much of the land in and around Nagorno-Karabakh that it lost in a 1991-94 war in which about 30,000 people were killed. Kremlin spokesman Dmitry Peskov said there had been no agreement on deploying any Turkish peacekeepers in Nagorno-Karabakh, but the Turkish military will help staff a joint monitoring center with Russian forces.
